Frank Rubino
Chairman

Frank Rubino - Mr. Rubino was elected to the Board of Education in November 2007. He was elected Chairman in December, 2009. He served as Chairman of the Budget Committee and served on the Administrators Negotiations Committee.

Mr. Rubino is a life-long resident of Torrington. He was educated at St. Peter's School, Kindergarten through eighth grade. He is a graduate of Oliver Wolcott Technical School in Torrington. Mr. Rubino has been employed for the past 30 years with O&G Industries of Torrington and currently holds the position of construction superintendent. He has held public office for approximately 18 years. He served on the Board of Public Safety for six years, on personnel committees for both the Police Department and Fire Service Department, on the Inland Wetlands Commission for ten years (holding the positionof vice-chairman), on the Planning and Zoning Commission for two years and as Constable for two years. Mr. Rubino has five children, four of them currently attend the Torrington Public Schools.

 

 

David Oliver - Mr. Oliver was born in Torrington and raised in Litchfield where he went through the Litchfield Public School System. He attended Endicott College in Beverly, Massachusetts where he graduated with a Bachelor's degree in Psychology. Mr. Oliver is currently employed by The First National Bank of Litchfield as a Vice President and Head of Retail Banking. He serves as a member of the Board of Directors for the Northwest Chapter of the United Way and currently also serves as Vice Chairman of the Litchfield Area Business Association. He has resided in Torrington for the last 9 years with his wife Stephanie, two young boys Garrett (age 7), Colin (age 5) and daughter Riley (age 2).

A.Bates Lyons
Secretary 

A. Bates Lyons - Mr. Lyons is a self-employed staff development consultant. His firm, A. Bates Lyons & Associates, conducts workforce audits and training seminars for target audiances. He holds an MBA degree in Organizational Behvaior from Columbia University in New York City, and Bachelor of Science degree in Business Administration from Central State University, Wilberforce, Ohio as well as certificates from the Massachusetts Institute of Technology, and New York Universities for Executive Management. He was a Captain in the U.S. Army and is a Vietnam Veteran.

Mr. Lyons possesses over 30 years of high-level experience assisting organizations to reach their maximum business potential. He was a gubernatorial appointee under Governors Ella Grasso and William O'Neill as Under Secretary to the Officer of Policy Management, as well as holding the positinof Deputy Executive Director for the Technical Colleges.

         

He is presently an adjunct professor at the University of Connecticut School of Business and the Capital Community-Technical College. He is also active in his church and fraternity.

Mr. Lyons was first appointed to the Torrington Board of Education in May 1999. He ran for his first term in November 1999 and was re-elected in 2003 and 2007. He has held Board of Education positions of Chair, Vice Chair, and Committee Chairs for the Budget and School/Community Relations Committees. He has served on the Budget Committee and the Negotiations-Administrators Committee. Beginning December, 2009 he serves as Chair of the Negotiations-Administrators Commitee and also serves on the School Improvement & Community Relations Committee and the Grievance Hearing Commitee. 

 

 

 

Paul Cavagnero

Paul Cavagnero -   Mr. Cavagnero is a life-long resident of Torrington, having attended St. Peter'sSchool and Torrington High School. He graduated from Amherst College where he was elected to Phi Beta Kappa. Mr. Cavagnero spent most of his professional life in Los Angeles working in film post-production and currently works as a sports producer for ESPN 360 in Bristol, Connecticut. Mr. Cavagnero has two children in the Torrington Public School System. Mr. Cavagnero was elected to the Board of Education in November, 2003 and served as  Chairman from January, 2005 thru September, 2009. He now serves as Chairman of the School Improvement & Community Relations Committee and is also a member of the Policy and Negotiations (Administrators) committees.

 

 

 

Ellen Hoehne -  Mrs. Hoehne was elected to the Board in November, 20009.  She attended Torrington public elementary schools and Torrington High School and is currently employed as a Business Office Associate and Accounts Payable Specialist at Renbrook School in West Hartford. She and her husband, Michael, along with her two children and three grandchildren all reside in Torrington.

Heather Kosmulski

 Heather Kosmulski - Mrs. Kosmulski moved to Torrington from Northwest Indiana 3 years ago.  She attends the University of New Haven where she is working on her Masters in Business and Public Administration; she also received her Bachelors of Science in Legal Studies/Public Affairs from the University of New Haven.  She is Co-Chair of the Parents Committee and Co-Chair of the Torrington Early Childhood Collaborative.  Currently she is a stay at home mom raising two young children Rebeka (age 7) and Patryk (age 4) with her husband of fourteen years, Piotr.

Mrs. Kosmulski serves on Policy, Negotiations (Custodians, Cafeteria, IA's, Secretaries, Nurses), and Grievance Hearing committees.

 

 

Andrew Nargi - Mr. Nargi was elected to the Board of Education in November, 2007.  He serves as Chair of the Policy Committee and serves on the School Improvement & Community Relations Committee and the Negotiations (Custodians, Cafeteria, IA's, Secretaries, Nurses) Committee. He has previosly served in Budget, School Improvement & Community Relations and Administrator Negotiations committees.  Mr. Nargi is a graudate of Fordham College and Pepperdine University of Law.  Mr. Nargi is a licensed attorney and real estate investor.

Judith Scoville Raymond - Mrs. Raymond was raised in Torrington and is a graduate of Torrington High School. She received her B.S. in Business Management from Post University. Her father was a small business owner (Scoville Plumbing and Heating). In 1973 she married Ronald Raymond, owner of R.A.R. Excavating & Building LLC. Mrs. Raymond and her husband have four children, Linda Raymond Zelinsky, Aaron Raymond Mambrino, Paul Raymond and Ronald Raymond. All four children are also graduates of the Torrington Public Schools system.  Two of her children completed their Bachelor's degree from the University of Connecticut, one her Bachelor's degree from Cornell University and one her Master's degree from Hartford University.  Mrs. Raymond is currently employed with Matty's Paving & Construction Company, Inc., where she has served as Business Manager for the last twelve years. Mrs. Raymond was elected to the Board of Education in November, 2007. Mrs. Raymond is a member of the Budget, Personnel, Teacher Negotiations, and Non-Certified Negotiations standing committees of the Board.
