Three copies of the submitted bid must be received no later than 11 a.m. local time, Thursday, February 12, 2015 at which time all bids received shall be publicly opened and read aloud. Any and all bid submissions received after the time specified, at the place and on the date above stated will be returned unopened. Faxed bids will not be accepted.

Please Note:  If Torrington Public Schools' offices are closed Monday, February 2 due to inclement weather, the pre-bid meeting will be moved to Tuesday, February 3 at 10:00am in the Board of Education Administration building at 355 Migeon Avenue.

The Torrington Board of Education hereby invites the submission of Statements of Qualifications for the Board to determine eligibility for:

which slots must be made available no later than September 7, 2015. The Statements of Qualifications will be received at the offices of the Torrington Board of Education, Central Office Building, 355 Migeon Avenue, Torrington, Connecticut 06790 until 4:00 p.m. on Tuesday, February 3, 2015.

The Request for Qualifications and other information may be obtained from the Board’s website or from the Business Services Office at the Torrington Board of Education, Central Office Building, 355 Migeon Avenue, Torrington, Connecticut 06790 between 8:00 a.m. and 4:00 p.m. Monday through Friday.

The School Readiness Grant Application


TORRINGTON SCHOOL READINESS GRANT PROGRAM OPEN BID PROCESS:

Connecticut General Statutes Sections 10-16o through 10-16r and Sections 10-16t through 10-16u

Local Request for Proposals (RFP) - Any program that wishes to become a provider of school readiness services, must submit a local proposal to the Torrington School Readiness Council for approval. All local RFP submissions will be reviewed by the Torrington School Readiness Council and scored.

All School Readiness providers must be willing and able to comply with all legislated mandates. Please see the web site below for copies of the School Readiness General Policies. Program must serve Torrington Families.

General Policies and Program Operations – The General Policies (GP) and Program Operations (PO) are currently under revision. Please visit the OEC website at: http://www.ct.gov/oec/cwp/view.asp?a=4541&q=535854ere and click on "School Readiness" to view the latest versions of these policies.

The School Readiness Grant Application – Programs interested in participating in the open-bid process must contact Donna Labbe, Torrington School Readiness Liaison on or before March 20, 2015 for a Request For Proposal application and additional information. Applicants should apply early in order to complete the application by the due date of April 2, 2015.

Submission/ Due Date

Eligible applicants must submit an application for July 1, 2015, through June 30, 2016. Grant award letters will be issued annually based on the annual appropriation of the Connecticut Legislature and the grant recipient’s compliance with the program requirements. Due date for application is April 2, 2015.

The School Readiness Grant Application must be submitted in the following three formats by 4:30 p.m. on April 2, 2015. Please note that this is a new method of submission for this grant.
